Just read Glens post (never noticed it before then), im thinking 2 of those massive outrunners would be the cheapest, and therefore easiest, apporach. Some SLA's to start off with, though they may be way too heavy, and make an impeller approx. 10cm dia. We are also thinking getting some polyurethane and fibreglassing it when everything is shaped and measured. And yeah, we understand that a little bit of water could have some very expensive consequences, but meh, it'll be fun and no-one else has made one, well an effective one because some Chinese or Indian suppliers have some shotty looking kits for sale.

Glen, Does that just mean get a massive pot, or would servo tester pots be modded to suit 30-48V?
