In NSW you have exemption if you are a member of a proper astronomical organisation. Not sure about the requirements in Victoria but I suggest firstly looking on the police website, and failing that making a phone enquiry.
In NSW only battery operated are considered to be a prohibited weapon, which I assume was designed to allow machines to still use whatever power they need. I imagine a lot factories, laboratories are using some pretty high powered lasers and they certainly aren't required to be licensed.
Here is what is defined as a prohibited weapon in regard to laser pointer in NSW
" A laser pointer, or any other similar article, that consists of a hand-held battery-operated device with a power output of more than 1 milliwatt, designed or adapted to emit a laser beam and that may be used for the purposes of aiming, targeting or pointing"
(time lapse after quick search)
A quick check of the victorian equivalent legislation reveals a similar one
"A hand-held battery-operated article commonly known as a "laser pointer" designed or adapted to emit a laser beam with an accessible emission limit of greater than 1 mW."
I can't find a similar fixed exemption for astronomical organisations in the vic legislation, but probably best to make enquiries.
