Rather than holes, cut wedge sections out to make spokes, it will save more weight. Have a look at bicycle sprockets fo some ideas on what's appropriate. Whatever shape you cut, make sure there are no sharp angles to avoid stress fractures.
I found that waterjet places charge a one-off set up fee and then charge based on cut length or "on time" or some combination. It's pretty competitive in Sydney and the quotes only varied by about 10%
Most places will want a drawing in some standard CAD format like Autocad, They will probably charge much more if you give them a paper drawing they have to redraw.
